顧立雄接任金管會主委，蔡其昌大讚：史上難得人才

準閣揆賴清德找來民進黨副秘書長卓榮泰，回鍋擔任行政院秘書長。立法院副院長蔡其昌今（7）日受訪時大讚卓，個性溫和、擅長溝通，「我也一直覺得他很帥」，且卓具有調和鼎鼐的能力，很適合擔任政院秘書長一職。

蔡其昌7日上午接受名嘴周玉蔻「蔻蔻早餐」廣播訪問。外界稱這次內閣僅「微調」，周詢問「老藍男」為何沒有更換，蔡其昌對此表示，內閣並非政黨移轉，若是國民黨政府交給賴清德，「全換我可以理解」，但同黨之間院長的更迭，賴清德應該是將有把握的人調動，「這段時間將留下來的閣員好好觀察」，觀察後續3到6個月，閣員的表現是否如外界所批評，真的做不好，再換都來得及。

蔡其昌也說，現在也不知道人好不好、適不適合，若一換閣揆就換閣員，「搞不好換到更爛的」，他強調「謀定而後動」，況且台灣平均閣揆壽命只有1年3個月，而閣員甚至更短，幾個月就走人的也一大堆。

至於黨產會主委顧立雄接任金管會主委，蔡其昌直言：「這是很棒的佈局，我個人非常喜歡！」他指出，顧是「史上難得的人才」，具有聰明才智、努力認真，且頭腦清楚、有論述能力，黨產會表現有執行的能耐。

「不管推誰接任金管會，國民黨都有意見」

蔡進一步解釋，顧立雄接任金管會，未來監理與鬆綁是很重要的任務，且金融體系過去被社會所詬病，信任度低；顧為律師，並非金融體系，相信他能好好處理金融體系的家族化弊端，「3個月後大家就知道，相信他一定很進入情況。」但他也酸國民黨，對顧立雄不了解，「不管我推誰，國民黨都會有意見。」

此外，行政院祕書長陳美伶將接任國發會主委，引發外界反彈。蔡其昌則說，陳過去在台南市府輔佐賴清德，默契、熟悉度高，賴北上組閣，「怎可能放她走？」他並替陳說話，指陳擔任行政院秘書長，要統籌分工大方向，「扮黑臉」勢必會討人厭，但角色不容易當，「陳美玲不會是門外漢，應該給一個機會讓她做做看。」
